Summary

The Korean–Turkish Friendship Container City was established in Pazarc©¥k, Kahramanmaraş, in the aftermath of the devastating earthquakes of 6 February 2023. Implemented by the Turkish Red Crescent (TRC) with support from the Republic of Korea National Red Cross (KNRC) and managed by AFAD, the 1,000-unit settlement provided dignified transitional shelter and essential services to over 1,273 households (approx. 4,300 people).

Nearly two years on, this final evaluation confirms the programme¡¯s high relevance and positive impact: secure housing, reliable utilities, functioning appliances, and community facilities significantly improved daily living conditions. Beneficiaries particularly valued children¡¯s spaces and household equipment, though the report highlights the need for enhanced accessibility, inclusive programming, and stronger resident participation in decision-making.

Key lessons include the importance of clear partner visibility, consistent feedback mechanisms, and a planned transition strategy to reduce uncertainty as families move toward permanent housing. The evaluation also underscores how this container-city model can serve as a reference for future post-disaster shelter responses, combining immediate relief with sustainability considerations.
